AB 347 was signed by the Governor on Oct 12th 2007. Schools receiving intensive instruction funds must now make services available to CAHSEE non-passers for up to two consecutive academic years after 12th grade or until the pupil has passed both parts of the CAHSEE, whichever comes first.
Intensive Instruction Defined
Intensive instruction is simply the manner in which each school plans to get their CAHSEE non-passers to pass. Schools can choose any method they please, as long as it is effective.
Intensive instruction and services include, but are not limited to:
Individual or small group instruction
Hiring of additional teachers
Purchasing, scoring, and reviewing diagnostic assessments
Counseling
Designing instruction to meet specific needs of eligible pupils
Appropriate teacher training to meet the needs of eligible pupils
Instruction in English Language Arts, Mathematics, or both, depending on each eligible pupil’s needs.
Providing instruction and services by a public or nonpublic entity, as determined by the LEA.
In addition, services to improve English proficiency as needed based on the results of the diagnostic assessment and prior results on the CAHSEE.
Schools receiving intensive instruction funds are required to:
Ensure that each eligible pupil receives an appropriate diagnostic assessment to identify that pupil’s areas of need.
Ensure that each pupil receives intensive instruction and services based on the results of the diagnostic assessment and prior results on the CAHSEE.
Demonstrate that funds will be used to supplement and not replace existing services.
Provide to the Superintendent of Public Instruction, the number of eligible pupils at each high school in the school district by an agreed upon date.
Submit an annual report describing: the manner and frequency in which eligible pupils were notified of the intensive instruction services, the number of pupils served, and the percentage of pupils in the school district who successfully pass the CAHSEE by each type of service provided.
Ensure that all pupils, who have not passed the CAHSEE by the end of grade 12, or their parents/legal guardians, are notified in writing before the end of each school term of the intensive instruction in time to register.
Ensure that all English learners, who have not passed the CAHSEE by the end of grade 12, have the opportunity to receive intensive instruction and services supporting English Learners.
